First, we urge the Japanese authorities concerned not to distort or obliterate from history textbooks facts that are in relation to neighbouring countries. Japanese history textbooks now under revision not only have called the Japanese invasion as "advance" but, to start with the problem of "comfort women", have massively obliterated historical facts relating to Japanese colonial domination. Moreover, the "new history textbook" strongly asserts the legitimacy and the progressive character of the Japanese aggression and domination. It also appears that the textbooks under revision have mostly abridged the description of the Korean independence movement which unfolded fiercely against the Japanese invaders. This detrimental change in history textbooks is done in neglect of, and is an offence to the various neighbouring countries that, like Korea, have experienced the atrocities of Japanese aggression. If it were, then all the Western democracies would be eternally prosperous, and that is clearly not the case.

The former Soviet Union and Eastern Europe face an unprecedented economic crisis. Production is 30 percent lower today than it was three years ago. No other economy or group of economies has ever come close to such a catastrophic collapse, not even during the Great Depression. These countries were wrongly led to believe that democracy plus a market economy equals peace and prosperity. There is a link between economic development and the efficiency of government. A country rich in gold, diamonds, and important resources will remain poor if it has an incompetent government. Russia has actually become poorer because of the free market.

The countries doing well now are those not-so-liberal democracies with governments that play a major role in the economy. Successful development requires political stability, long-range vision, and consistency. These are among the key elements in the success story of Singapore. China looks set to achieve considerable growth thanks to the combination of a less-than-liberal democracy and the government's role in the economy. It would be tragic if, in their fervor to proselytize, the advocates of Western-style democracy inflicted political and economic disaster upon these converts.

So what is a frame? One frame is one cut of film of a still camera with one picture printed on it. The type of camera used to film animation movies is similar to this still camera, so you can film just one frame each time you press the shutter. By filming lifeless things or pictures on frame at a time and moving them little by little each frame, the most basic part of making an animation movie is taken care of. Many psychologists once regarded morality as a set of arbitrary rules that one learns from one's culture, no more logical than "stop for a red light" or "never yawn in public." That view has become less popular, however. Lawrence Kohlberg argues that moral judgment is the result of a reasoning process. Young children equate wrong with punished. Adults understand that many acts are wrong even though they may never be punished for them and that other acts may be morally right even though they lead to punishment. Kohlberg proposes that people pass through distinct stages in their development of moral reasoning.

Through a series of research on moral development, Kohlberg suggests that we all start at a low level and develop our moral reasoning through successive stages. Briefly, Kohlberg's six stages are as follows:

[Stage 1] Reward and punishment. Decisions are based on their immediate consequences.

[Stage 2] Mutuality. It is good to help other people, but only because they may one day return the favor.

[Stage 3] Public opinion. The "right" thing to do is whatever pleases others, especially those in authority.

[Stage 4] Law and order. One should respect the law simply because it is the law.

[Stage 5] Social contract. The "right" thing to do is whatever people have agreed is the best for society.

[Stage 6] Universal principles. The "right" thing to do is to adhere to the highest ethical principles, such as justice and respect for human life, even if those principles conflict with the law.

Reasoning about moral decisions is not the same as moral behavior, however. Many juvenile delinquents* and adult criminals make mature judgments of moral dilemmas but then engage in behavior that is anything but moral.
